I answered an ad in the newspaper and had just purchased a VW Beetle 1971st The car had no plates and papers I could find. There were some indications that the car sat for a number of years, but realized that it's a project. The seller said he bought at an auction, with the intention of their (good) engine for a sand rail buggy, but like many other aspects of good quality takes time. Do you have a neighbor or friend who is a policeman? Ask them to find VIN and if it is still a record that was the last registered owner. If you're lucky, you can sign it from the person, the papers for you.
In some states you can go to the DMV and pay a fee to sign a form and they will do a search for you.
If not, then you've got a real hard time with it. You may end up scrapped.
